Three Canadian provinces have issued invitations in the latest round of Provincial Nominee Program (PNP) draws.
Immigration is a shared responsibility between Immigration, Refugees and Citizenship Canada (IRCC) and provincial governments. All of Canada’s provinces and territories (with the exceptions of Quebec and Nunavut) operate PNPs. Quebec has a separate agreement with the federal government that allows for full autonomy over the selection of its economic immigrants.
Each government receives an allocation of nominations that they can distribute to economic immigration applicants. The number of nominations allocated by IRCC depends on a number of factors such as the province’s population and workforce needs. For example, Ontario, which has the largest population in Canada, is allocated the most nominations.

According to the Immigration Levels Plan for 2024-2026, IRCC aims to welcome 110,000 new permanent residents through the PNP this year.
Receiving a nomination from the provincial government is not the same as being issued an invitation to apply for permanent residence from IRCC. They are two separate programs that require separate applications.
Provincial Immigration Results August 24-30
Ontario
Ontario issued 1,287 notifications of interest on August 22 to the candidates The Express Entry Skilled Trades stream of the Ontario Immigrant Nominee Program (OINP). Candidates must have a minimum Comprehensive Ranking System score between 400 and 435 to be considered.
It also required them to have work experience in the targeted occupation, with a specific National Occupation Classification code.
british columbia
British Columbia issued over 158 invitations to skilled worker and international graduate (including Express Entry British Columbia candidates) candidates in the British Columbia Provincial Nominee Program (BC PNP) on August 27.
The province held five targeted draws for candidates in specific occupations. The minimum score required for each draw was different. The results of the draws included:
- 40 candidates in child care occupations, with a minimum of 83 marks
- 31 candidates in construction trades, with a minimum of 88 marks
- 18 candidates in healthcare professions with a minimum score of 99
- 69 candidates in technical professions, with a minimum of 118 marks
- Less than five candidates with a minimum of 80 marks in veterinary care professions
Manitoba
The Manitoba Provincial Nomination Program (MPNP) held a draw on August 30, inviting 150 candidates from two PNP streams.
The province invited 126 candidates from the international education stream. No minimum score was stated.
It also invited 24 candidates from the Skilled Worker Overseas stream under the strategic recruitment initiative. These candidates required a minimum of 727 marks.
Of all the counselling letters issued, 21 were given to candidates with valid Express Entry profiles.
