Three provinces invite candidates in latest PNP results

This week British Columbia, Manitoba and Quebec issued nominations to immigration candidates through their provincial nomination programs (PNPs), or in the case of Quebec, unique provincial immigration programs.

Candidates were invited through a combination of economic, human and human capital streams. Read on for a full description of the results.

Note: All provincial immigration streams use their own scoring system, which is applied for internal purposes. Therefore, the PNP or Provincial Pathway score of one province should not be compared to the score of another province.

Provincial Immigration Results (March 22 to 28)

British Columbia

On March 19, the British Columbia PNP (BC PNP) announced it would be phasing out the International Undergraduate and International Postgraduate streams. They will be replaced by three new streams:

  • Bachelor Stream – which will invite candidates who have obtained a bachelor’s degree from eligible post-secondary institutions, and who have a full-time job offer;
  • Master’s Stream—which will invite recent graduates with a master’s degree from eligible post-secondary institutions. To register, candidates will need a full-time job offer in a skilled occupation of at least one year’s duration; and
  • Doctoral Stream – which will invite candidates who are graduates and/or candidates for doctoral-level programs at eligible post-secondary institutions.

Students who have completed a diploma or certificate program in Canada but who are not eligible for the above streams can still apply for other programs under the BC PNP. Candidates will need a minimum of Canadian Language Benchmark (CLB) level 8 to apply for these new graduate streams.

Additionally, the BC PNP will also increase the minimum language proficiency requirements across all of its streams (except for the Health Authority stream, which was previously adjusted).

The above changes are expected to come into effect in January 2025.

On March 26, the BC PNP issued at least 127 Invitations to Apply (ITAs) to immigration candidates through its Skilled Worker International Graduate (including the Express Entry British Columbia (EEBC) option) stream.

Candidates were invited from various in-demand professions:

  • 28 candidates working in child care occupations needed a minimum of 85 points to be considered;
  • 21 candidates working in construction-related trades needed a minimum of 90 points to be considered;
  • 30 Candidates working in healthcare professions needed a minimum score of 85 to be considered;
  • 47 candidates employed in technology-related occupations needed a minimum of 114 points to be considered; and
  • At least one candidate working in veterinary care was required to achieve a minimum of 85 points to be considered.

The Skilled Worker International Graduate Stream is for individuals who have graduated from an eligible Canadian university or college, and who have a job offer from an employer in British Columbia. The added EEBC option indicates that the BC PNP can invite (through this stream) candidates who are in the Express Entry pool, indicating that this is an enhanced PNP stream.

Quebec

Quebec recently revealed the provincial immigration results for the draw that took place on March 18, 2024.

Manitoba

On March 26, the Manitoba PNP (MPNP) held a special immigration draw for Ukrainian citizens, in line with Immigration Refugees and Citizenship Canada’s (IRCC) special measures to assist Ukrainians affected by the war with Russia.

The province issued 179 Letters of Interest (equivalent to ITAs) to Ukrainian citizens who:

  • Must have a minimum CLB level of 4 in each language band, and the language test result must be valid;
  • Established ties to Manitoba (close relatives, family-like, community, previous employment or education in Manitoba)
  • Have secured at least 60 marks as per the MPNP criteria; and
  • All other requirements for skilled worker overseas route, including adequate settlement funds, will be met.
