British Columbia, Quebec and Manitoba issued invitations to apply for provincial immigration programs this week.
Both British Columbia and Manitoba have issued invitations/expressions of interest in their latest Provincial Nominee Program (PNP) draws. All provinces and territories have PNPs that help provincial governments select economically viable immigrant candidates who are most likely to integrate easily into the provincial workforce.
The PNP works because immigration is a shared responsibility between the federal and provincial governments. Each year, provinces receive an allocation of nominations that they can issue to candidates.

Candidates who are successful in obtaining a provincial nomination are in a much stronger position to apply to Immigration Refugees and Citizenship Canada (IRCC) for permanent residence.
Quebec has a separate agreement with the federal government that gives it autonomy over the selection of all its economic immigrants rather than receiving an allocation and therefore does not need a PNP. Instead of receiving a nomination, candidates in Quebec are invited to apply for a Certificat de sélection du Québec (CSQ).
